Okay, so I guess I'm just a goober, but I'm really confused over the "restrictions" aspect.

In my mind, that means, "Do Not Enter". Is that what it means here? or is it more of a "make it happen without stating the obvious"?

It's odd that I've read through several of the Daily Specials and the only thing that's stood out to me is the word "restrictions".
